Before you plan the journey
Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Virginia come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; its fingerprints can be taken at a consulate or at a police station, according to the NBI.
What does require you in person is your biometrics for a passport and the oath of allegiance. A special power of attorney can be signed at the consulate or before a local notary and then apostilled, according to the notarial page of the Chicago consulate.
Make sure you are heading for the Chancery Annex at 1617 Massachusetts Avenue NW, not the Embassy building across the street.
